Increase pd from 25 to 50 mb to avoid finding shallow high level PVU layer in high latitudes from Huiya.

The UPP regression tests were conducted on WCOSS-Dell, WCOSS-Cray and Hera. With this PR merged, the baselines for gfs, gefs and nmmb will be re-created.

* address error entered in stochastic_physics_wrapper.F90 that broke the ca restart reproducibility
* Remove scheme rayleigh_damp from all remaining suite definition files
